At ACREM Consultants’ the principal research fellows comprise Professors, Associate professors and holders of Doctorate of Philosophy (PhD) in their Area of expertise as detailed below;
Professor Eria Hisali
Dr. Hisali holds a PhD from the University of Dar es Salaam and is a Senior Lecturer at the School of Economics, Makerere University, Uganda where he has served since the year 2000. He currently teaches microeconomics and quantitative methods to undergraduate and graduate students. He has published in journals like Economic Modelling, Telecommunications Policy and the global environmental change.
He has previously won research grants from organizations like the International Development Research Center, Canada and Irish Aid. He has been visiting faculty at the American University in Washington, D.C. He is an adjunct faculty at the Trade Policy Training Center in Africa (TRAPCA) and has previously taught game theory and public sector economics at the Joint Facility for Electives of the African Economic Research Consortium. He is a peer reviewer for a number of journals. He is currently working on structural change and labour market dynamics in Uganda.
He has consulted for government and non-government agencies and international organisations such as the World Bank, UNDP and AfDB. He is currently consulting for the UN Economic Commission for Africa on Inclusive Green Growth in Uganda and for the Brookings Institution on the Learning to Compete Project.

Associate Professor Edward Bbaale
Associate Prof. E. Bbaale is a Senior Lecturer at the School of Economics Makerere University where he is involved in teaching and supervising students both at undergraduate and post-graduate levels. He received post-graduate training (at PhD level) in Economic Theory; Microeconomic, Macroeconomics and Econometrics which greatly shaped his analytical skills.
At ACREM Consultants’, Associate Prof. E. Bbaale is a principal research fellow and often the principal investigator of some research consultancies we have undertaken. He has been at the focal point of overall direction and supervision of the research activities undertaken.
Associate Prof. E. Bbaale was a Visiting Research Fellow at the Centre for Global Development (CGD) (September 2010-September 2011) in Washington DC, USA. At CGD, under the mentorship of Senior Research Fellows, he undertook research mainly focused on Maternal and Child Health in Uganda from which he published over 6 papers in peer reviewed Journals. One of his papers published in African Journal of Economic and Management Studies was chosen as a Highly Commended Award Winner at the Literati Network Awards for Excellence in 2012.
Prior to Joining CGD, he had successfully undertaken a number of research projects with different grants. For example, Female Education, Labor-force Participation and Fertility in Uganda: Sponsored by African Economic Research Consortium (AERC), Grant no. RT08512. Employment and Job Creation in Uganda-Status and Future Prospects: Sponsored by the Ministry of Finance, Planning and Economic Development in Uganda (2009). Tax Revenue Trends and Capacity in Uganda: Sponsored by the Ministry of Finance, Planning and Economic Development in Uganda (2010). Climate Change and Child Health Outcomes in Uganda: Sponsored by United Nations Development Program (UNDP) (2011), Grant No: 2010/37. Economic Recovery Analysis of the Post-Conflict Northern Uganda: The Role of MSMEs: Sponsored by UKaid through Uganda Investment Authority (UIA) and Economic Policy Research Centre (EPRC) (2011). He particularly enjoys working with survey data sets.
Dr. Faisal Buyinza
Dr. Faisal Buyinza is an Economist by professional holding a PhD from Johannes Kepler University Linz-Austria, He holds a Masters Degree in the field of Economics from the University of Dar es Salaam and a Bachelors degree from Makerere University. Dr. Faisal has also has received extensive advanced training in the fields of Quantitative Methods, Applied Econometrics and Economic theory. Dr. Faisal comes a vast experience in training, and undertaking research for development.
Dr. Faisal Has spent over 15 years in academia in Uganda, developed and presented papers at various fora in Uganda and overseas. Dr. Faisal Buyinza is a resourceful and a principal research fellow at ACREM Consultants. He is critical in designing research studies, conducting data analysis, report writing, developing and implementing research protocols in addition to being a Principal Investigator on a number of assignments we have undertaken.
Dr. Faisal has undertaken consultancy services and projects with national and international organization including the Gates and Melinda Foundation UK, UNICEF- Uganda, Imperial College of Science, World Bank, IPTI Consortium, ACT Consortium, Swiss Tropical Institute, WHO- Uganda, Ministry of Finance Planning and Economic Development, and African Economic Research Consortium.
